1923 – Cannabis is outlawed in Canada
The 1960s – Maximum penalty for possessing cannabis was $1000 and up to six months in jail
1972 – The Le Dain Commission recommended removing criminal penalties for cannabis possession.
1979 – The Progressive Conservative government announces that it intends to reform the Criminal Code provisions regarding cannabis. Before they could implement any changes, the Conservatives were defeated.
2000 – Terry Parker, a man living in Toronto with epileptic seizures, was repeatedly arrested since 1987 for cannabis charges. In 1997, Parker was charged with possession, cultivation and trafficking for growing the plant. He appeals to the Canadian Charter of Rights and Freedoms, and a judge rules in his favour.
2001 – Canada introduces the first Marijuana Medical Access Regulations (MMARs), allowing licensed patients to grow their own cannabis or access it through Health Canada.
2002 – The House of Commons recommends reforming laws on cannabis possession and supply
2011 – MMARs is replaced by the Marihuana for Medical Purposes Regulations (MMPR), which creates a system of licensed cannabis producers.
2015 – The Supreme Court of Canada rules that restricting medical patients’ legal access to only dried cannabis flowers violates their rights to consume cannabis in the form they choose.
2016 – The laws governing cannabis for medical use are revised once again. The MMPR becomes the Access to Cannabis for Medical Purposes Regulations (ACMPR).
2017 – The Canadian government proposes Bill C-45, or the Cannabis Act, which would legalize the possession, use, cultivation and purchase of limited amounts of cannabis by adults 18 years of age and older.
2018 – The Cannabis Act goes into effect on October 17, 2018, allowing adults to possess 30 grams of dried cannabis in public legally. Each province and territory sets its own rules around how and where cannabis can be sold and is allowed to lower possession limits, increase the minimum age, restrict where cannabis can be used in public and revise personal cultivation guidelines.
